This pipeline runs on peer-reviewed research into low-resource Maltese translation, not a general-purpose translation API repurposed for Maltese. Generic multilingual tools learn Maltese from whatever scraps of the language show up in web-scale training data, which is why they default to literal, terminology-blind translations on exactly the content, legal and regulatory text, where precision matters most.
